Sudden disasters leaving 14 million homeless yearly

India ranks the highest among the world's most disaster-prone countries for displacement of residents, with 23 lakh, on average, uprooted due to calamities such as floods, cyclones and earthquakes.

International Day for Disaster Reduction was observed on Friday under the theme "Home Safe Home" by the District Disaster Management Authority, North Garo Hills where focus was made on reducing the number of affected people during disasters, thereby contributing to saving homes and livelihoods.

The top three on the list are India with 2.3 million homeless, China with 1.3 million, and Bangladesh with 1.2 million.

"The findings underline the challenge we have to reduce the numbers of people affected by disasters", said Robert Glasser, the United Nations secretary-general's special representative for disaster risk reduction. The study, "A Global Disaster Displacement Risk Model", does not include slow onset disasters attributed to drought and sea-level rise, the UNISDR said.

"The Sendai Framework for Disaster Risk Reduction adopted by United Nations member states two years ago has a key target for a substantial reduction in the numbers of people affected by disasters by 2030", said Robert Glasser, the United Nations secretary-general's special representative for disaster risk reduction.

According to Alexandra Bilak, director of IDMC, said the world today is seeing an all-time high of internally displaced, refugees and migrants.

She said it should be part of disaster risk management planning, both at the national and local level.

Russian Federation and the United States also feature as countries where disasters could cause large-scale homelessness, unless significant progress is made on managing disaster risk, the study said.

"We don't want people to think of disaster displacement as some kind of inevitable act of God - this is not (a) necessary outcome every time there's heavy rainfall", he said.

Mushahidullah warned that the country's seventh-placed ranking for vulnerability to disasters could worsen if all the relevant federal and provincial government organisations fail to implement relevant disaster-risk reduction programmes, particularly in agriculture, energy, water, health, education, transport and infrastructure sectors. Japan builds more robust housing and so faces far less displacement in a disaster than the Philippines, where homes are less able to withstand shocks, he said.
