United Kingdom 'will have to pay' for leaving European Union, says Juncker

"We can not find for the time being a real compromise as far as the remaining financial commitments of the United Kingdom are concerned".

Sterling was trading higher on the day, after earlier falling 45 pips in just one minute as Chancellor Angela Merkel's press secretary said that it was too early to discuss any transition deals on Brexit.

Speaking to students at the University of Luxembourg, Mr Juncker blamed the United Kingdom for delays to the Brexit process, saying negotiations would take "longer than we initially thought".

Speaking in Luxembourg Jean-Claude Juncker said the United Kingdom would "have to pay" the Brexit divorce bill before negotiations could move onto the next phase.

In a debate at a university in his native Luxembourg, Juncker was brutally honest in his assessment of the Brexit talks.

Yesterday, Michel Barnier, the EU's chief negotiator, said he would not recommend that Brexit talks move on to the second phase because the United Kingdom and the European bloc remain in a "disturbing" state of deadlock.

"I am not hating the British". The Europeans have to be grateful for so many things Britain has brought to Europe before war, during war, after war.

"But now they have to pay".

Juncker, who is well-known in Brussels circles for adopting a Nigel Farage-style approach to alcohol, used a metaphor about buying a round of drinks in a bar to explain the stalemate.

"If you are sitting in a bar and if your are ordering 28 beers, and then suddenly some of your colleagues is leaving and he is not paying, that is not feasible".

On Thursday Michel Barnier, the EU's chief negotiator said he did not believe "sufficient progress" had been made in the three areas to proceed to trade talks.

European Union leaders meeting in Brussels next week are expected to say that there is not likely to be enough progress until the next summit in December, but that the bloc should begin internal preparations for trade talks now.

He added he didn't understand why both sides don't say "things will stay as they are" after the UK's exit, continuing: "Citizens have rights because they are citizens, not because there is a Brexit issue which has to be discussed".
