Way Bill for GST from next month

The Goods and Services Tax (GST) Council is scheduled to meet on Saturday to discuss early implementation of the electronic way or e-way bill. Following this, in consultation with the states, it was decided that the nationwide e-way bill system will be available on trial basis from January 16, 2018 for traders and transporters to use voluntarily. This will bring uniformity across the States for seamless inter-State movement of goods, said the Finance Ministry in a statement after the meeting. Provisions regarding the e-way bill were finalised in August earlier this year.

The e-way bill provisions aim to remove the ills of the erstwhile way bill system prevailing under Value-Added Tax in different states, which was a major contributor to the bottlenecks at the check posts.

The Council wants the system to cover the entire movement of goods within and across states from June.

The move to implement e-way bill, however, may see some resistance from industry which has opposed it earlier also citing the enhanced risk of harassment at the hands of tax officials at checkposts at state borders.

It was significantly lower than the September figure of Rs 95,131 crore. During the 22nd monthly GST Council meeting in October, Jaitley had declared that the e-way bill be introduced across India in a staggered manner from January 1, 2018 and the document will be made compulsory by April 1, 2018.

Ferrying goods across states may get quicker as the GST Council today decided to make rollout of all India electronic-way bill compulsory from February 1, two months ahead of the earlier plan.

During the meeting, which was chaired by Finance Minister Arun Jaitley, it was discussed that till the time a national e-way bill is ready, the states are authorised to continue their own separate e-way bill systems.

Tax analysts said that checking tax evasion would help the government to build a revenue buffer which would provide the adequate cushion to undertake any further rationalisation of GST rate structure.

To generate an e-way bill, the supplier and transporter will have to enter details of the haul in the GSTN portal.

Under GST, movement of goods costing over ₹50,000 beyond 10 km requires prior registration and generation of an e-way bill through the GST Network to track inter- and intra-State movement.

For a distance of less than 100 Km the e-way bill will be valid for a day from the relevant issue date.
