Surgeon among 17 killed in California mudslides

Almost 3,400 residents in Montecito are without water or power and over 300 are trapped in their homes as first responders scrambled to conduct rescue work in the wake of the devastating flash floods and deadly mudslides which left at least 15 dead, 25 injured and dozens missing, said County spokeswoman Yaneris Muniz.

The fires burned most vegetation, leaving ideal conditions for the latest disaster to unfold.

A number of factors have played a role in how destructive and how lethal the mudslides turned out to be.

Santa Barbara County spokeswoman Amber Anderson said the number had dropped because many people were located, but it could continue to fluctuate. "Not only for the people that have lost their lives and lost their houses, but for all the rescue people who did all this hard work to save these houses and to see their work apparently be lost by this flood and the damage that it's caused". "We are the lucky ones", he said, shaking his head with the knowledge that a single boulder on a different trajectory could have taken out his home.

The names of 17 victims of the flooding and mudslides in Montecito were released Thursday by the Santa Barbara County Sheriff's Office.

Biasotti and Ufberg reported from Montecito and Santa Barbara.

But given the torrential rains that were predicted, a devastating disaster was nearly inevitable. "My prayers are with all of those impacted by the latest mudslides". Jerry Brown in April of 2017. "This is a constantly changing list", he said. Not surprisingly, 2017 saw the largest and deadliest wildfires in California's history. The wildfire left charred hillsides without vegetation cover to hold the heavy rainfall.

Local fire officials reported rescuing several people in the area, including a mother and her daughter who were caked in mud.

Earlier in the day, the number was 48, then authorities said that was a clerical error and the real figure was eight.

Officials said children were among the dead.

She soon got another phone alert, this one from the Santa Barbara County Office of Emergency Management.

County emergency manager Jeff Gater tells the Los Angeles Times that the alert issued around 3:50 a.m. Tuesday was sent because of deteriorating conditions and followed one issued by the National Weather Service.

When wildfires flared in Southern California, state officials acted fast to in the area. Atkinson said they've been using pool water for their toilets and to shave. "If you cry wolf, people stop listening". It began on December 4. Looking for missing persons. Not all of them heeded the warning. Some neighbors did the same, tired too, and wondering if the rains could really be as unsafe as the historic fire they had just escaped. For many this was the second time in two months after fires ravaged the area last month.

"I thought I was dead for a minute", she told them before an ambulance took her away.

"We have a yard to redo and hopefully our insurance will help out with that, but the people across from me, newer homes, gone", Garrett Speirs, a 54-year-old artist who has been living in Montecito for 20 years, said. "I don't know how I got lulled".
