The principal negotiators - House Majority Leader Kevin McCarthy, Senate Majority Whip John Cornyn, House Minority Whip Steny Hoyer and Durbin - are expected to meet Wednesday to further discussions. A shutdown now would be "a manufactured crisis", he argued.
