DACA debate continues as shutdown looms

Schumer got an unexpected boost on Wednesday when a Republican senator - Lindsey Graham of SC - said he would vote against the short-term spending measure because such temporary funding patches hurt the military.

The President said these ugly things at the second such bipartisan meeting he held in the White House in the span of a week on immigration reform.

Funding is set to run out on January 19 at midnight if lawmakers don't come to an agreement. "We want a clean budget bill. He has referenced the 2002 midterms, when George W. Bush and Republicans fared better after the September 11 terrorist attacks, these people said".

The remaining half would be reallocated over time to immigrants who had been allowed to remain in the USA under temporary protected status.

She also appeared to rebut Trump's remarks from earlier in the day, with talks ongoing.

Democrats are vowing to withhold support for a bill to prevent a government shutdown Saturday unless a deal to revive former president Obama's Deferred Action for Childhood Arrivals program, or DACA, is included.

Temporarily, the "build a wall' president was transformed into a champion of what he called a "bill of love". They added a two-year delay on implementation of unpopular taxes on medical devices and generous employer-subsidized health care plans.

Congressional leaders are scrambling to negotiate a funding bill that sets spending caps, reauthorizes the Children's Health Insurance Program, and provides supplemental disaster relief for communities ravaged by hurricanes last fall. It would fund the government through February 16.

House Speaker Paul Ryan, R-Wis., offered a similarly rosy assessment. Lawmakers and aides initially said it was received well, raising hopes that a potential shutdown would be sidestepped with relative ease. Ryan seems incapable of standing up to the Freedom Caucus - that is, putting a bill with a DACA fix on the floor. They need to pick up where they left off - before time runs out. "So there's very, very strong support not to go along with their deal".

"There's no trust there", said Rep. Raul Grijalva, D-Ariz.

The White House has not explicitly denied the reports.

"Deals can't get made when there is no trust!" he tweeted. "I think this week would be fairly Herculean". Democrats seeking leverage are forcing that bill to require 60 votes for passage.

When the Senate approved a similar short-term spending bill in December, 17 Democrats plus ME independent Angus King voted to keep the government open. Joe Manchin of West Virginia, Joe Donnelly of Indiana, Heidi Heitkamp of North Dakota, Claire McCaskill in Missouri and Jon Tester in Montana. With those talks moving at a snail's pace, Durbin and others said there was growing opposition among Democrats to another stop-gap spending measure - not only because of the immigration issue, referred to as "DACA", but also because the spending bill did not address other Democratic priorities.

Before that, Democrats picked up 15 seats in the Virginia state House in the November elections, the largest pickup for their party in the state since 1899.

"This has turned into an 's-show, ' and we need to get back to being a great country", Graham said Tuesday during a Senate Judiciary Committee hearing. This compromise proposal basically would create a 10-year path to citizenship for DACA recipients and those eligible to apply for DACA; authorize $2.8 billion for border security and $1.6 billion for a border wall; require green card holders become citizens before they can sponsor their adult children for immigration benefits; and reduce the current visa lottery program by 50 percent.

The principal negotiators - House Majority Leader Kevin McCarthy, Senate Majority Whip John Cornyn, House Minority Whip Steny Hoyer and Durbin - are expected to meet Wednesday to further discussions. A shutdown now would be "a manufactured crisis", he argued.
