Trump looks to boost Republican in Pennsylvania special election

Despite the complication of the DACA fight, Democrats have additional leverage on the spending cap issue since no party has had the government shut down while controlling both Congress and the White House since 1979.

"We're going to be bringing it to the floor this week. We have until Friday to fund the government", he said.

Given that the bill does not include anything addressing DACA, it appears that Republican leaders in the House are planning to go forward with a GOP-only strategy.

On Twitter, Trump has been calling out his political opponents.

"The GOP strategy seeks to force Senate Democratic leader Charles Schumer of NY to decide whether this is the moment to force a showdown on immigration that results in a partial government shutdown in an election year", Bloomberg reported.

Now with a January 19 deadline looming for continuing to fund the government, conservatives say they can't support any spending bill that paves the way for a future immigration deal that could favor Democrats.

The bill would also extend the popular Children's Health Insurance Program for six years, and - in a bid for votes from chamber conservatives - delay unpopular taxes on high-end health insurance and medical devices for two years while putting off a tax on health insurance providers by one year. A dispute over how much to allocate to defense and domestic programs also has been an obstacle to a broader fiscal agreement.

House Republican leaders tried to win over wary conservatives with a promise to repeal unpopular taxes as part of the bill preventing a shutdown.

Congress has been struggling for months on funding legislation and the government now is running on its third temporary bill since the 2018 fiscal year began on October 1.

Republicans have rejected a standalone DACA fix, insisting that any bill include a boost to US border security as well as reforms to legal immigration.

Earlier this month, a federal judge in San Francisco ordered the Trump Administration to reinstate the DACA program but White House officials have appealed the ruling.

Homeland Security Secretary Kristjen Nielsen confirmed that President Donald Trump used "tough language" in an Oval Office meeting last week over immigration policy, but she said she did not hear him describe some African countries and Haiti as "shithole countries", as has been reported.

"It's critically important we make some decisions and start running the government like you would your household or a business", he said. But even there, Republican leaders are working with a thin margin. Democrats continue to say that any deal must restore the Deferred Action for Childhood Arrivals program's protections for undocumented immigrants who were brought to the United States as children. "We are in Congress and, regrettably, Congress is an institution that only acts when it's forced to".

"The later you get in the fiscal year, the more hard it is for the Defense Department to spend that money wisely", said GOP Rep. Bradley Byrne of Alabama, a member of the House Armed Services Committee who worries about the effects of a short-term spending bills on the military.

Emerging from lunch with the Republican caucus, Graham said he told his colleagues he won't be voting for the CR. But he said he doubts there will ultimately be a shutdown.

"I think the fact that we're in earnest and negotiating in good faith with our four leaders on DACA speaks to the fact that we want to see a solution", Ryan said. There are 10 Democrats up for re-election in states Trump won in 2016, all of whom are feeling the heat from Republicans who are ready to blame them if the shutdown happens. "So I can tell you we are taking it very seriously". "I think most of the members will support it". And, results on the ground - - suggest that Democrats already have the wind at their backs with less than 300 days left before the 2018 midterms.Given all of that, a government shutdown would nearly certainly have near-disastrous consequences for Republicans already on their back foot, politically speaking.
