Democrat Tim Kaine: 'We're Close Enough' on Shutdown Deal

The federal government is operating on a third temporary funding measure since the new fiscal year began in October.

Senate Democrats have vowed to filibuster the spending bill.

President Donald Trump and Senate Democratic leader Chuck Schumer met this afternoon in an eleventh-hour effort to avert a government shutdown, with a bitterly divided Washington locked in partisan stare-down over politically fraught legislation to protect about 700,000 younger immigrants from being deported.

"We could easily pass a continuing resolution - which lasts days (certainly more than the four proposed by the Senate Minority Leader) and less than the 30 days passed by the House of Representatives - to close the deal on outstanding issues which remain", Graham said in a statement on Friday.

Schumer told reporters after the White House meeting that progress had been made but a deal had not yet been reached.

"OMB is preparing for what we're calling the Schumer Shutdown", said White House Office of Management and Budget Director (OMB) Mick Mulvaney at a press briefing on Friday.

"There's a really good chance it gets fixed" before government offices open on Monday, Mulvaney added.

Republicans' inclusion of a six-yeaar CHIP extension came as the GOP tries to avoid a government shutdown and Democrats vow to oppose such efforts unless protections are provided for illegal aliens who were shielded from deportation by the Obama-era DACA program, which the Trump administration ended previous year. President Trump tweeted about the possibility Friday morning.

The Republican-controlled House passed a spending bill on Thursday that funded the government through February 16 and also included a six-year extension of the Children's Health Insurance Program.

A few Democrats have defected from Minority Leader Chuck Schumer's (D-NY) threats to block the bill, but not enough to guarantee the 60 votes the House bill will need move forward. Democrats have been largely united in their demands to address the Deferred Action for Childhood Arrivals program in any legislation that continues to fund the government. It's set to expire in March.

"We have a bill that the president will sign into law because he's already committed to do just that", says Senate Majority Leader Mitch McConnell. According to a new Washington Post poll, more Americans blame Trump and the GOP for the impending government shutdown than the Democrats whom the president is trying to vilify. Passport? What the government shutdown means for you. A 16-day partial shutdown in October 2013 cost American taxpayers $1.4 billion.

Schumer blamed the White House, however. Some agencies would shut down altogether. Civilian members of the military, however, will be sent home.

Rep. Doug Collins (R-GA) told us in 2013 he would donate his salary to charity during the shutdown, which he supported.

"It still surprises me that Democrats in the Senate are opposing a bill that they don't oppose", Mulvaney said, noting that the funding bill before lawmakers is clean - with no unrelated riders -and that it includes a six-year extension of the Children's Health Insurance Program that has bipartisan support. However, Republicans who control both chambers of the Congress want to discuss an immigration bill separately.

In the past, Schumer has described Trump as "like a Sphinx on this issue", a sentiment Republicans also appeared to share. "We need to force the mechanism".
