US Senate approves deal to end three-day shutdown

McConnell hoped to set a vote for Sunday night which Schumer opposed in a bid to keep negotiating

The measure, which funds the government through February 8, cleared the Senate in an 81-18 vote Monday afternoon, and later passed the House of Representatives in a 266-150 vote. During that time, McConnell promised, he would work with Democrats on a deal that would beef up border security while also protecting from deportation about 800,000 undocumented immigrants brought to the children.

First, it ends the shutdown and restores full funding for the federal government through February 8. Schumer said he was "confident" a bipartisan immigration bill could win 60 votes in the Senate.

The Senate will vote on final passage of the bill before it goes to the House and then be signed by the president before federal employees return to work.

The United States Senate is voting to end the government shutdown that began Saturday, January 20 at midnight.

"I couldn't vote for this CR because nothing in the bill gave me any confidence that in three weeks Congress won't end up exactly where we are today", New Jersey Democrat Bob Menendez tweeted.

"We have yet to reach an agreement on a path forward that would be agreeable to both sides", said Democratic leader Chuck Schumer.

Essential federal services and military activity are continuing, but even active-duty troops will not be paid until a deal is reached to reopen the U.S. government.

Republicans have appeared increasingly confident that Democrats were bearing the brunt of criticism for the shutdown and that they would ultimately buckle.

Jeanne Zaino, a professor at Iona College, said that "there's not much the president can do except use his bully pulpit to try to convince the American people to convince their senators or the senators themselves to get the government open".

Al Jazeera's Heidi Zhou-Castro said that it is unclear if and when a deal over government spending will be reach. But Monday's bargain may only postpone debates that illustrate the deep divisions among the two parties, conservatives in the House and President Donald Trump.

It's the first time Democrats received a firm deadline for a vote on an immigration bill. "We will make a long-term deal on immigration if, and only if, it is good for our country". He objected to a request from McConnell to hold a vote on his proposal Sunday night. The White House and Republican leadership insisted they will not enter negotiations on immigration until the government is funded.

Republican Senator Jeff Flake, part of a bipartisan working group pushing for legislation to replace the Dreamers programme, told reporters that Mr McConnell was still six or seven Democratic votes short of breaking the impasse that led to the shutdown.

Republicans agreed to address the immigration issue separate from the CR, though some Democratic activists weren't so sure."This is a bad, outrageous deal".
