"We have spoken with victims and families and deeply regret the additional pain this causes all those affected by this horrific tragedy", Wray said in the statement.

Cruz's apparent digital footprint includes slurs against blacks and Muslims, and declarations of a desire to shoot people.

In 2015, a breakdown in the FBI's background-check system helped a white supremacist purchase a weapon and kill nine people at a historically black church in SC.

"If we had leaders who were not accepting blood money from the NRA and weren't beholden to the NRA then maybe we'd have an opportunity to address this and fix this", he said.

The family was unaware of any mental illness beyond depression over his adoptive mother's death, Lewis said.

"There were problems with him a year ago threatening students, and I guess he was asked to leave campus", he said.

Cruz has confessed to the shooting, according to an arrest affidavit reported by the New York Times and others.

The police chief in charge of the investigation in Florida, Broward County Sheriff Scott Israel, has called for more powers to detain people for psychiatric evaluation over violent and threatening social media posts.
