Trump Lashes Out at California's Jerry Brown for Easter Immigrant Pardons

His office noted that pardons are "granted to individuals who have demonstrated exemplary behavior and have lived productive and law-abiding lives following their conviction".

A fundraising page set up for Pheach by his wife describes him as a "bright-minded, selfless person" with a stable job and a loving family.

Trump's Twitter attack on Brown is the latest in a developing standoff over immigration policy. It also makes a person eligible to apply for naturalization, said Margaret Stock, a retired Army officer and an Anchorage-based immigration lawyer. Earlier this month, the Justice Department launched a legal challenge to California state laws that shield illegal immigrants from federal authorities. The Justice Department charges that the laws are created to intentionally obstruct and discriminate against the enforcement of federal immigration law.

For ex-convict immigrants, deportation is a severe punishment that is often unwarranted, said Angelica Salas, executive director of the Coalition for Humane Immigrant Rights, which seeks to change California's laws to help immigrants avoid deportation.

Trump's tweet, sent while the president was traveling from his Mar-a-Lago estate to the nearby Trump International Golf Club, may have been prompted by a report during the 6 a.m. hour of "Fox and Friends", which Trump watches regularly.

Brown has called the lawsuit a "political stunt" by the Trump administration.

"Somebody needs to stand up and say, 'No, you've gone too far. It is radical, really", he said.
