Russian Federation has denied any involvement in the chemical weapons attack in England, which hospitalised ex-spy Sergei Skripal, his daughter Yulia, and a police officer.

The Organisation for the Prohibition of Chemical Weapons (OPCW) did not identify who made it, but the foreign secretary said only Russian Federation had the "means, motive and record".

The OPCW did not publically name the chemical, though it said it had identified it and its chemical structure in its secret report.

"Laboratory analysis results (.) Confirm findings of United Kingdom in relation to identity of toxic chemical, "said organization based in The Hague in its report presented in London which gives understanding, refore, that corroborates version of Downing Street in which from outset pointed to that The agent was made in Russian Federation".

Britain named it as Novichok, a group of powerful and deadly chemical compounds reportedly developed by the Soviet government in the 1970s and 1980s.

He also said Russia had a clear motive for attacking Skripal, a former Russian military intelligence officer who had been imprisoned in Russia for spying for Britain only to be set free in a spy swap in 2010.

The finding, announced by the Organization for the Prohibition of Chemical Weapons (OPCW), an global chemical weapons watchdog, was immediately jumped on by British Foreign Secretary Boris Johnson as an indictment of Russia's culpability in the attack.

The incident has led to a diplomatic crisis between Moscow and the West as Moscow denies any involvement and accuses Britain of inventing a "fake story". But the agency did not try to say where the chemical was made, or by whom. The British authorities explained their actions with fears about the unknown consequences of poisoning with the nerve agent "Novichok".

A team from the OPCW visited the United Kingdom on 19 March, 15 days after the Skripals were found slumped on a park bench in Salisbury and taken to hospital, along with a police officer who was among the first on the scene. That was an apparent reference to a cousin in Russia, Viktoria Skripal, who has repeatedly popped up in interviews with official Russian media and has offered to travel to Britain to bring her cousin home.

The statement comes two days after she was released from Salisbury District Hospital.

Russia's ambassador to the, Alexander Yakovenko, dismissed the charges Friday as unfounded and untrue.

By 1993, when Russia signed the Chemical Weapons Convention, Sedwill said it was "likely" that some Novichoks had passed testing to allow their use by the Russian military.

In the statement published on Wednesday, she said her father remained seriously ill and that she was still suffering from the effects of nerve agent used against them.

"We have every reason to believe this could be a question of the deliberate, forcible detention of a Russian citizen or possibly their coercion into a staged announcement", Zakharova said.
