Russian Federation warns USA to avoid steps that could destabilize Syria

The Daily Telegraph newspaper said May had ordered British submarines to move within missile range of Syria in readiness for strikes against the Syrian military.

The Kremlin was speaking as British ministers planned to gather to discuss whether to join the United States and France in a possible military attack on Syria that threatens to bring Western and Russian forces into direct confrontation. Following an emergency meeting lasting more than two hours on Thursday, Theresa May's top ministers agreed Britain should continue to work with the United States and France on a coordinated response. United States lawmakers questioned whether Trump has the legal authority to order strikes without Congressional approval and opposition parties voiced concern.

British opposition lawmakers have called on May to give Parliament a vote before any military action.

National security experts anxious about whether strikes would actually serve to deter Assad.

The remarks by Dmitry Peskov, spokesman for Russian President Vladimir Putin, followed claims by French President Emmanuel Macron of "proof" that Syria used chemical weapons in the attack and a declaration that France will respond at a "time of our choosing".

But the pinpoint strike did not deter Assad and USA officials, speaking on condition of anonymity, have since investigated as many as 10 suspected chemical attacks.

Lieutenant General Kenneth McKenzie said: "We believe that by hitting Barzeh in particular we've attacked the heart of the Syrian chemicals weapon program".

The same officials say Syria has continued to produce or procure chlorine, which also has industrial and agricultural uses.

The OPCW, which works to rid the world of chemical arms stockpiles, said its experts were on their way to Syria and will start their work on Saturday.
