The strike has drawn global outcry since it was carried out before the worldwide chemical weapons watchdog could probe the incident.

Mattis said Thursday evening that the US had not yet confirmed that the Douma attack - the most recent suspected Syrian chemical weapons attack, on April 7 - included the use of sarin gas.

They arrived in Damascus on Saturday but there were no reports they yet had travelled to Douma to begin their field work.

The fact-finding team usually starts its investigation by meeting top officials, but any talks were held behind closed doors and both parties imposed a strict media blackout.

In the United States, the President was slammed for his use of the phrase 'Mission Accomplished!' in a tweet following the airstrikes.

In total, 24 Russians and 14 entities were targeted by the latest sanctions, including prominent Russian businessmen, such as Oleg Deripaska - the former president of United Company Rusal, the second largest aluminum company in the world, and Aleksey Miller - the CEO of Russian energy giant Gazprom.

The draft text "condemns the aggression against the Syrian Arab Republic by the USA and its allies in violation of global law and the UN Charter".

Trump is betting that periodic shows of American force - in the form of missiles and fighter jets - can convince Assad and his backers not to use chemical weapons again. Assad has not taken part in the summit since 2011, when the 22-member organization suspended his membership.

Assad also declined to comment on calls by the U.S. state department to declare alleged Syrian stockpiles of chemical weapons, Zheleznyak said.

"Everyone is going to feel it at this point", Haley said, warning of consequences for Assad's foreign allies.

"I don't say we've ever said it's OK", she said.

The U.S. had fired Tomahawk cruise missiles at a Syrian airfield in April 2017 in retaliation for Assad's use of sarin gas against civilians.

Hours after the strikes, the Trump administration pledged future action in Syria if Assad continues to use chemical weapons.

The two leaders "found that this illegal action seriously damaged the prospects of a political settlement in Syria", a Kremlin statement said. Hundreds of thousands of people have been killed, hundreds of thousands of people have been disappeared.

Russian Federation has vetoed at least six resolutions in the United Nations Security Council regarding chemical weapons.

The draft resolution, read by Russia's Ambassador at the UN Vasily Nevenzya, condemned the military action and called on the three Western countries to "halt the aggression against the Syrian Arab Republic immediately and without any delay" and refrain from further use-of-force actions in violation of the UN Charter.

"Canada has already done a lot, or tried to do what it can in terms of humanitarian intervention, and supporting civil society", she said.
