Prime Minister promises to make Trans Mountain Pipeline happen

On that front, Canada's own record on infrastructure and "national-interest projects" has room for improvement, Kiefer said, including Kinder Morgan's Trans Mountain pipeline, which is at the centre of a fierce battle between the Alberta and B.C. governments.

With the price of a litre of gasoline hovering at or above $1.53 in the Lower Mainland, and the ongoing dispute as described above seems not to be moderating, and with the lack of leadership by Trudeau and the Liberals all of Canada but especially B.C. can and will see increases in the cost of living which will translate into higher fees for government services thus higher taxes.

By now, Canadians will have realized they made a colossal mistake when they voted in Justin Trudeau and the Liberals in the October 2015 federal election and British Columbians now understand that voting for three Green Party members was also a colossal mistake.

"Except they've taken off the table use of the Constitutional Declaratory Power to bring legal certainty, they've taken off the power a...federal government court reference to the Supreme Court of Canada to steal the march on John Horgan's legal delay tactics in British Columbia and they've taken off the table the most obvious leverage the feds have, which is the power of the purse", he said.

"I don't think it's any surprise to anyone that I don't think we would be in this situation if the British Columbia government hadn't continued to emphasize its opposition to the project", Trudeau said.

Trudeau said that during the meeting today with the two premiers, he said that the federal government will use its authority to resolve the impasse.

It is not clear whether Ottawa's financial and legislative backstops would ensure the pipeline gets built. Finance Minister Bill Morneau will begin private talks with Kinder Morgan Canada Ltd., the project proponent, to determine what financial supports could be provided, Trudeau said.

Horgan emerged from the meeting Sunday showing no intention of letting off on his opposition to the pipeline.

Many in the energy industry are concerned about whether quarrels over jurisdiction and increasingly vehement protests mean any new pipelines can be built in Canada, which sits on the world's third-largest proven reserves of crude and is the single largest exporter of energy to the United States.

Mr Horgan gave no sign of relenting.

Trudeau said recently he would not have approved the pipeline if he wasn't convinced the environment was protected and said he has been consistent for years that he believes the environment and the economy go together and can both be managed for the benefit of all Canadians.

Trudeau also said all of this is being done with a view to allowing Kinder Morgan to proceed on schedule. The company set a firm deadline of May 31 to have that request fulfilled. Analysts have suggested a federal equity position in the company would do little to placate investor concerns, and Kinder Morgan was neutral on the notion of financial backing.

Trudeau's cabinet approved the pipeline in 2016, following an interim environmental review process that included assessing things such as the emissions that will be created from producing additional fossil fuels that will flow through it.

Prime Minister Justin Trudeau will look for some common ground on North American free trade talks when he meet with Mexico's president Friday on the sidelines of a major worldwide summit in Peru's capital.
