Trudeau said that during the meeting today with the two premiers, he said that the federal government will use its authority to resolve the impasse.

It is not clear whether Ottawa's financial and legislative backstops would ensure the pipeline gets built. Finance Minister Bill Morneau will begin private talks with Kinder Morgan Canada Ltd., the project proponent, to determine what financial supports could be provided, Trudeau said.

Horgan emerged from the meeting Sunday showing no intention of letting off on his opposition to the pipeline.

Many in the energy industry are concerned about whether quarrels over jurisdiction and increasingly vehement protests mean any new pipelines can be built in Canada, which sits on the world's third-largest proven reserves of crude and is the single largest exporter of energy to the United States.

Mr Horgan gave no sign of relenting.

Trudeau said recently he would not have approved the pipeline if he wasn't convinced the environment was protected and said he has been consistent for years that he believes the environment and the economy go together and can both be managed for the benefit of all Canadians.

Trudeau also said all of this is being done with a view to allowing Kinder Morgan to proceed on schedule. The company set a firm deadline of May 31 to have that request fulfilled. Analysts have suggested a federal equity position in the company would do little to placate investor concerns, and Kinder Morgan was neutral on the notion of financial backing.

Trudeau's cabinet approved the pipeline in 2016, following an interim environmental review process that included assessing things such as the emissions that will be created from producing additional fossil fuels that will flow through it.
