"Here's the thing, unless someone comes forward with something more than I know now, it doesn't appear that they did anything wrong at all", the commissioner said.

In an interview Monday on ABC's "Good Morning America", Johnson said he hoped to meet with the two men in person to apologize face to face.

"I believe Starbucks will cooperate fully with our probes of the matter, particularly the Philadelphia Commission on Human Relations' review of Starbucks' policies".

Starbucks regional vice president Camille Hymes attempted to talk to the protesters, but was shouted down. "We don't want this Starbucks to make any money today".

The company is also reviewing its training practices.

Starbucks didn't immediately respond to a request for comment from Fortune.

Johnson pledged more training for store managers on company guidelines and unconscious bias.

Starbucks has been accused of racial discrimination yet again after a black man was denied entrance to the bathroom just after a white man was allowed entry.

In his statement, Starbucks chief executive Kevin Johnson said, "the basis for the call to the Philadelphia police department was wrong".

CEO Kevin Johnson apologised and travelled to Philadelphia where he plans to meet with the two men. If there's a threat or a major disturbance in the store, certainly that would be an appropriate time to call the police. "There are situations where it's appropriate to call the police, situations where there are threats or disruptions in our store".
