Many of those participating have already expressed hostility to the plan.

Of course, the clubs would not have to take part should they not wish to do so, but with a guaranteed £50m for competing and a potential £100m for winning the tournament, clubs are unlikely to turn down the offer. At the moment it is played every year. Backers from Saudi Arabia and the United Arab Emirates are also reported to be involved.

That is allowing Federation Internationale de Football Association to dangle enormous amounts of cash in front of the biggest clubs.

The new 24 team format would include 12 clubs from Europe, and those who have won three European Cup's will be the first to be invited. According to agency reports, 12 of the 24 teams in the competition would be European, four or five from South America, two each from the rest of the Americas, Asia and Africa, leaving Oceania to battle for the last place with a South American team.

The European participants could make between $50 million and $80 million each.

Barcelona and Real Madrid are said to have welcomed the proposals with Barcelona describing the tournament as an opportunity for clubs "to contribute to the growth of their brands".

Brazil's President Michel Temer has told the country's national football team to win the upcoming FIFA World Cup. It will replace the Confederations cup and current Club World Cup which features the winners of the UEFA, CONCACAF, AFC, CAF, OFC and CONMEBOL Champions Leagues. Both UEFA and the Premier League are said to have concerns regarding the new competition.
