On February 16, the apex court had asked the Centre to frame the Cauvery management scheme, which also included creating the Cauvery Managament Board, within six weeks for the release of water from Karnataka to Tamil Nadu, Kerala and Puducherry.

"All the states concerned are making submissions to the draft scheme".

While Tamil Nadu has insisted on calling the scheme the Cauvery Management Board, the Centre maintained that it was fine with any nomenclature- Board, Authority or Committee. The SC also directed the Centre to modify certain provisions in the draft scheme that gave it the power to have the final word in matters of dispute between the four stakeholder states.

The Supreme Court rejected Karnataka's plea to put hearings in the Cauvery water sharing case on hold on grounds that there was no government in the state following Assembly election results.

Attorney General K K Venugopal presented the government's modified draft plan on the Cauvery water distribution scheme to the Supreme Court bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud on Thursday (May 17).

The court said the Central government would only be issuing administrative directions for implementing the award. "The court can not wait till July as the first release of water from Cauvery is scheduled in June".

"All of us saw how Prime Minister Narendra Modi misused the office of Governor in Tamil Nadu". In its verdict on February 16, the Supreme Court had reduced Tamil Nadu's share of water from the river Cauvery while Karnataka's part got a boost.
