Under the proposal, which Draper submitted to the state Attorney General's office last September, California would be split into: Northern California, which would consist of 40 counties; California, which would be composed of six counties, including Los Angeles; and Southern California, which would house the remaining 12 counties. The ballot initiative instructs the governor to seek approval by Congress under Article IV, Section 3 of the U.S. Constitution to get permission to create these new states.

The "Cal Three" initiative qualified to appear on the ballot in November.

Northern Californians looking to run away from Sacramento and San Francisco to join the state of Jefferson will be severely disappointed as the proposal draws the line for Northern California all the way past the current state capital.

The bottom portion of the state, which would include San Diego and the eastern part of the state with Fresno, would become Southern California, according to a map by the Times.

California (new): This would include six counties: Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey, and San Benito counties.

If the proposal passes in November, it would still need to be approved by Congress.

The plan for partitioning California would be parallel to other states that have been partitioned, including the Dakotas, the Carolinas, and the Virginias.

Getting an initiative on a November 2016 ballot required about 808,000 signatures. With its 55 electors in the Electoral College, California has always been a stronghold for the Democratic Party. Three smaller states would change that equation, which could make a lot of Democrats just as nervous as the idea of four new senators would make Republicans nervous.

Under the proposal, each state would have about one-third of the state population.

"California's government can do a better job addressing the real issues facing the state, but this measure is a massive distraction that will cause political chaos and greater inequality".

A California split is a long shot, to say the least.

Present day California is the world's fifth biggest economy with a GSP (gross state product) of $2.75 trillion, according to data from the U.S. Department of Commerce, making it bigger than the United Kingdom economy.

This will not be the first time such a ballot would take place.
