Norfolk MP persuaded not rebel on Brexit by prime minister

If May is defeated in the House of Commons, it will be yet another blow to a prime minister whose authority has been challenged several times since she lost the Conservative Party's majority in an ill-judged election past year.

Speaking to a packed meeting of Tory MPs - including Chancellor Philip Hammond, Brexit Secretary David Davis and Environment Secretary Michael Gove - May said: "We must think about the message Parliament will send to the European Union this week".

The government's victory was the first major win in two days of debates on its European Union withdrawal bill, which will sever ties with the European Union, after the upper house of parliament, the House of Lords, introduced 15 changes.

The concession on a meaningful vote came after intensive horse-trading on the floor of the House of Commons, with chief whip Julian Smith shuttling between Tory backbenchers during debate on Lords amendments to the EU Withdrawal Bill.

Among the 14 amendments to the Bill - set to be voted on by MPs on Tuesday and Wednesday - are changes which would see the United Kingdom stay in the Single Market and would allow Parliament to dictate future negotiating terms.

The government was putting a combative spin on the concessions Tuesday evening: "The Brexit Secretary has set out three tests that any new amendment has to meet - not undermining the negotiations, not changing the constitutional role of Parliament and Government in negotiating worldwide treaties, and respecting the referendum result", a spokesperson for the Brexit department said in a statement.

The vote on Tuesday is the first of two days of debate that will test May's authority and her plans for leaving the EU.

One of the key points of difference between the Prime Minister and the rebels is a Lords amendment which states the Government must seek to negotiate a customs union with the EU.

While in the end, only two Tory MPs - Ken Clarke and Anna Soubry - voted against the government, there were clashes over how much of a say Parliament should get as the United Kingdom leaves the European Union, with one side accusing the other of trying to "wreck" Brexit - and being accused in turn of being "zealots" who wanted to sideline Parliament.

Matthew Pennycook, one of the opposition Labour Party's Brexit policy team, urged lawmakers to vote to hand parliament more powers. A paper laying out the U.K. government position, due to be published this month, has been delayed because the Cabinet can not agree on a united stance.

Pro-Brexit tabloid the Sun warned lawmakers on Tuesday's front page that they had a choice: "Great Britain or great betrayal".

Commenting on the government's actions to avoid a defeat over the "meaningful vote" demands, Labour's shadow Brexit secretary Sir Keir Starmer said: "This vote was about ensuring Parliament was given a proper role in the Brexit negotiations and that we avoid a no deal situation, which is becoming more likely with the divisions at the heart of this government".

Pro-Brexit Conservative MP Edward Leigh slammed pro-EU colleagues, saying Parliament must respect the result of the June 2016 voter referendum. "It is clear we don't just want to have a chat but a proper discussion and negotiation". "They want us to regain control of our borders", he said.
