Prime Minister Theresa May's strategy for leaving the European Union hung in the balance on Monday after two leading eurosceptic ministers resigned in protest at her plans to retain close EU ties after Brexit.

The Press Association news agency, the BBC and others say Brexit Secretary David Davis resigned Sunday, 48 hours after May announced that her divided government had at last agreed on a plan for ties with the European Union after the United Kingdom leaves next year. That plan is now in tatters and her political future appears uncertain.

Boris Johnson has caused further chaos in Theresa May's Conservative government by resigning as foreign secretary.

Theresa May's reaction to the foreign secretary's departure was terse.

He said selling the policy would "stick in the throat" and he could not stand by waving "white flags" of surrender, meaning he had to quit.

Mr Davis was in a radio studio when Mr Johnson's resignation was announced....

Since cabinet approval for the plan on Friday, however, he had refrained from public comment.

Instead May was tonight scrambling to shore up her ailing Premiership amid fierce rumours she is set to face a no confidence vote, possibly within hours.

The UK and the European Union have been negotiating Brexit terms for more than a year now and have been hoping to agree broad aims for their future relationship in October.

The Conservatives now have 316 members of parliament (MPs) so 48 of them would need to write such letters to challenge May.

In his resignation letter, Johnson said: 'Brexit should be about opportunity and hope.

The pound fell from around $1.3340 to trade as low as $1.3259, down 0.2 percent the day, after Johnson's resignation was announced.

'That dream is dying, suffocated by needless self-doubt'.

Only three days ago, May appeared to have agreed on a deal with her fractured Cabinet on the UK's post-Brexit relationship with the EU.

"Boris Johnson, Michael Gove and Liam Fox (the senior "Brexiteers") are seriously weakened and are no longer in a position to make serious trouble for Mrs May," he added.

Under Conservative Party rules, a leadership race could be triggered if at least 48 of her MPs declared their support for one.

The chairman of the 1922 committee is the only person who will know exactly how many members of parliament have submitted letters of no confidence.

Conservative MPs will then hold a series of ballots to whittle the list of contenders down to two, with the last place candidate dropping out in each round.
