Jacob Rees-Mogg, who leads the European Research Group of Tory MPs, said the amendment would "put into law the government's often stated position that Northern Ireland should be treated the same way as the rest of the country", and "ensure reciprocity of customs collection, and treating the United Kingdom and EU as equals".

Mr Raab, who was the former housing minister, said the proposal will create "free trade area" for goods while allowing the United Kingdom to strike trade deals with other foreign countries around the world, with a particular focus on the service industry.

It is not yet clear when this new system would come in force - meaning the implementation of trade deals involving goods could be delayed.

"It is a vision that respects the result of the referendum (vote to leave), and delivers a principled and practical Brexit", Brexit Secretary Dominic Raab said in the foreword.

"For those that are either criticising or carping or whatever else, they need to come back with credible alternatives", Raab told the BBC's Radio 4 Today programme. The UK has spoken of boosting the Commonwealth and forging a free trade pact with India after Brexit, but that will not be easy if Britain refuses to budge from its tough position on movement of people and visas.

Amendments tabled to the customs bill threaten to undermine Theresa May's plan for future UK-EU relations.

"We won all but one vote".

The customs bill - formally known as the Taxation (Cross-Border Trade) Bill, will give the government the power to adopt a new customs policy after it leaves the EU.

"If not, they too will be held to account".
