Prior to the June NATO meeting and this week's annual ministerial, Pentagon sources told The Washington Times that Mr. Mattis meant to present the US plan to expand the size and scope of the Iraqi military training operation - putting it on par with the ongoing mission in Afghanistan.

Canada will extend its military influence in Latvia for 4 further years.

The decline is largely the result of two one-time expenses a year ago: a retroactive pay increase for service members that was included in the Liberal government's defence policy, and a $1.8-billion payment into the account that provides pensions for Forces members and their dependents.

Trump is not the only person concerned about the security implications of the new pipeline, which would bypass countries such as Ukraine and Poland and potentially leave them more vulnerable to Russian influence.

But as of Tuesday night, Trudeau had no bilateral meetings planned with Trump during the two-day summit.

Later this morning, Trudeau will head to the new NATO headquarters, where he will be welcomed by NATO Secretary General Jens Stoltenberg before joining his fellow leaders for a pre-summit group photo before the formal opening ceremonies, which get underway this afternoon.

Trudeau said Wednesday that it is important to help build the conflict-ravaged country's resilience against the Islamic State group.

Few NATO nations have met the 2 percent pledge since the fall of the Soviet Union nearly 30 years ago, and while the alliance has now committed to meeting the target, it will take time for them to deliver.

Russia, NATO's most prominent rival, has bemoaned the possible addition of another alliance member — reviving Cold War-style tensions. Are we leading in different opportunities?

And in case it turns out the Prime Minister doesn't need a shirt after all, 100% of the proceeds of the fundraising campaign will be donated to Right to Play Canada to support children around the world.

The only true growth will be in Latvia, where the government plans to add 80 new soldiers to 450 already there.

"This is a moment for us to stand together and understand that the perspective that we fight for and stand for is essential today and tomorrow". Canada is stepping up.

"What are we doing here? And I'm absolutely certain that this summit will show that we are able to deliver on security, on defence despite the disagreements we see on trade and other issues".

Trump does want North Atlantic Treaty Organisation members to "pay up" and meet the two per cent benchmark the alliance has set as a defence spending target.

"That's the reason why they agreed to invest more in defence back in 2014", Stoltenberg said.

However the figures were later disputed, with one expert telling CNN the figure was more like 37%, growing to 40% in the next few years - and suggesting that Trump was angling for Germany to buy the United States' more expensive gas.
