Trump claims victory in North Atlantic Treaty Organisation spending dispute

In a closed-doors meeting at the two-day North Atlantic Treaty Organisation summit in Brussels, Trump is said to have thrown a "tantrum" over the issue, threatening that the USA would go it alone on defense issues if the other North Atlantic Treaty Organisation members-most of whom are European-do not immediately increase military spending as a percentage of gross domestic product.

"I've taken over a lot of bad hands and I'm fixing each one of them, and I'm fixing them well", Trump said during a hastily called press conference Thursday. "I made clear that we know that we have to do more and that we have been doing so for quite a while", said German Chancellor Angela Merkel.

Before arriving a half hour late to the final day of meetings on Thursday, Trump tweeted that "the USA pays tens of Billions of Dollars too much to subsidize Europe", that Germany's oil and gas pipeline with Russian Federation is "not acceptable", and that allies must not only all reach the 2 percent defense spending guideline, but double that to 4 percent.

But they can not know whether Trump, restored by two days on the Scottish links, will regain his bullish self-confidence as the master deal-maker by the time he reaches the Russian president in Helsinki.

The French President said: There is a communique that was published yesterday.

"We understand this U.S. president is very serious about defence spending and this is having an impact", Stoltenberg said.

The issue dominated the president's public remarks after he arrived in Brussels on Tuesday, striking fear among European officials that the president would question the US' role in the alliance.

Tensions rose on the final day of the two-day summit, when members met in an emergency session amid demands from Trump to speed up defense spending.

Although Trump administration officials point to the long-standing alliance between the United States and the United Kingdom, Trump's itinerary in England will largely keep him out of central London, where significant protests are expected.

Rosenstein said he had briefed Trump about the allegations earlier this week and said the timing of the announcement was a coincidence.

Amid the tumult, British Prime Minister Theresa May sounded a call for solidarity among the allies, saying, "As we engage Russian Federation we must do so from a position of unity and strength - holding out hope for a better future, but also clear and unwavering on where Russian Federation needs to change its behaviour for this to become a reality".

In August of 2016, at the height of the U.S. presidential election race, 50 Republican national security experts warned then Republican nominee Donald Trump would be "the most reckless president" in American history.

"All Nato nations must meet their 2% commitment, and that must ultimately go to 4%!"

The president said he would raise the issue of Russian meddling in the USA election.

The summit came as transatlantic ties are already under strain due to USA trade tariffs, along with fears that Trump's summit on Monday with Russian President Vladimir Putin will pull him further from Nato's orbit.

"It is a new reality, and you have to look past both spelling and factual mistakes and take Trump serious when he barrels forward with his Twitter", Samuelsen said, according to Politico.

Asked about pressures on countries with weaker finances, he said, "We have many wealthy countries with us today but we have some that aren't so wealthy and they did ask me if they could buy the military equipment, and could I help them out, and we will help them out a little bit", he told a news conference.

He reportedly continued by warning that if the alliance's wealthiest economies weren't paying 2% by January, then the United States "are going to do our own thing".
