A portion of a multilevel luxury shopping centre in Mexico City collapsed on Thursday, sending debris flying and kicking up clouds of gray dust, television images showed.

A mall in Mexico that had been the site of contention partly collapsed Thursday amid structural problems. Built on the edge of the city's main expressway, the mall had suffered previous subsoil slides. Some of it fell into lanes of a major freeway, which had been closed shortly before the collapse.

The AP reports that Mexico City mayor José Ramón Amieva said experts were looking into whether the collapse was due to structural defects or soil settling.

The Plaza Artz shopping mall was inaugurated three months ago and is located in El Pedregal, one of the city's wealthiest neighbourhoods.

"It is a case of negligence", Amieva said, according to the San Luis Obispo Tribune, adding that officials will be reviewing the planning process that led to the building's development.

In a statement, the mall's operator said it notified city authorities when it noticed signs the area was collapsing.

Local residents had reportedly complained about the placement of the mall, which they said led to traffic congestion and overcrowding. Subsoil conditions and irrational developers' activities have made the city increasingly vulnerable to even the slightest change of the elements.
