President Donald Trump said he has "low expectations" for his first formal summit with Russian President Vladimir Putin in Helsinki.

He said that his meeting with Putin "might be the easiest of them all" amid controversy over his handling of a North Atlantic Treaty Organisation agreement on increased defense spending and trade talks with U.K. Prime Minister Theresa May. Putin, as always, denied all.

Trump was referring to the 12 alleged members of Russia's main intelligence directorate, the GRU, who were indicted last Friday by a USA grand jury on charges related to a hacking campaign that targeted Democratic nominee Hillary Clinton's campaign and the Democratic National Committee.

The Obama-era defense secretary said that Trump didn't appear to have a strategy. When asked whether the Russian government had compromising information on Trump or his family members, Putin did not answer directly and dismissed the question by saying "it's hard to imagine greater nonsense".

In a tweet before the meeting, Trump blamed "U.S. foolishness and stupidity" for strained relations, ignoring Russia's illegal annexation of Crimea, the poisoning of an ex-Russian spy in the United Kingdom and Russian interference in the USA presidential race. But Trump didn't direct his tough words toward Russian Federation, the aggressor.

"We spend on defense much more than Russian Federation and as much as China", Tusk said.

The Russian foreign ministry "liked" his tweet.

Despite clear interest in Russia in Putin's meeting with Trump, the summit wasn't the No. 1 item on many Russian newscasts or websites Monday: That honor went to the World Cup, and Russia's own global image.

The United States does not have an extradition treaty with Russia, making it uncertain that the indicted Russian officers - who are not now in custody - will ever be prosecuted in an American courtroom.

Trump also praised Putin for holding the World Cup, which ended Sunday. They met on the sidelines of world leader meetings in Germany and Vietnam a year ago.

'I had to reiterate things I said several times, ' Putin said, summarizing the conversation that jumped high up on the agenda after the Justice Department indicted 12 Russian spies for hacking Democrats in a conspiracy that according to the feds was carried out to dump unflattering material on the Internet and help Trump.

Trump seemed to return the favor by waiting until Putin had arrived at the palace before leaving his hotel. Trump wrote in a celebratory tweet Monday morning.

House Speaker Paul Ryan also took issue with the president's approach. At one point, he shot Putin a wink.
