Pep Guardiola hits out after Douglas Luiz refused Manchester City permit

"We'll try to help him go on loan again and get the work permit", Guardiola said at Friday's news conference.

Luiz appeared destined for an important role after City missed out on yet another Brazilian-born player, Italy worldwide Jorginho, who opted to sign for Chelsea instead in July. I don't understand but I'm in England and I can accept it. I accept the rules but I don't understand because anybody in the world can work wherever he wants.

"We spent £12-£14m because he's a player with a huge capacity to play with us". The FA rules on work permits are supposed to ensure only the highest quality of non-European player plays. I'd have preferred it was announced not yesterday but 10 days ago or 15 days ago, if they are the rules, as we could have decided what we can do.

Guardiola was also asked about reports linking him with the Argentina manager's job.

One of the more unlikely stories of the summer has seen Guardiola linked with the Argentina national side - who have a vacancy following Jorge Sampaoli's departure after the World Cup.

Argentinian Football Association president Claudio Tapia claimed an approach was made but Guardiola was too expensive - a comment which has irked the City boss.

"We were prepared to make an effort".

"Every season except the first when I arrived, when I had people in Barcelona who didn't know I was a manager, since then we've been the favourites but thank you Jurgen, you are so kind!"

"Nobody contacted me, because of course I have a contract and I want to stay here until the end".

"He's not allowed - I'm sad and disappointed about it", he explained.

"I don't know what will happen in the future, but he [Tapia] can't say Pep won't go because of the salary because for that he has to look at me and know everything".

Luiz did not automatically qualify for a work permit, so Manchester City had to apply for an exemption.

Brazilian Douglas Luiz featured in pre-season for City, who failed to add a deep-lying midfielder to their squad after Jorginho opted to sign for Chelsea rather than join the champions.

The decision was particularly hard to take for Guardiola as it came on transfer deadline day, allowing him no time to bring any other players into the club.
