South Korean leader in Pyongyang to reboot nuclear talks

South Korean President Moon Jae-in and North Korean leader Kim Jong Un announced a sweeping set of agreements after their second day of talks in Pyongyang today.

Chairman Kim also agreed to permit global inspectors to observe the "permanent dismantlement" of its key missile facilities, including a test site and launch pad.

In previous, failed talks, North Korea has said it could consider giving up its nuclear program if the United States provided security guarantees by removing troops from South Korea and withdrawing its so-called nuclear umbrella of deterrence from the South and Japan.

Pyongyang says it has destroyed its main nuclear and missile engine test site, and has halted atomic and ballistic missile tests, but USA officials and analysts believe it is continuing to work on its weapons plans clandestinely.

Washington is pressing for the North's "final, fully verified denuclearisation", while Pyongyang wants a formal declaration that the 1950-53 Korean War is over and has condemned "gangster-like" demands for it to give up its weapons unilaterally.

The inter-Korean military agreement will also see the establishment of a peace zone near the disputed maritime border on the western coast.

The two Koreas have reportedly "agreed to take military measures to prevent accidental military clashes and ensure safe fishing activities by turning the area around the Northern Limit Line in the West Sea into a maritime peace zone". It says the two leaders also agreed to cooperate in major sports events such as the 2020 Summer Olympics.

Shortly after the announcement, Trump called Wednesday's developments "very exciting" on Twitter.

Kim and Moon earlier smiled and chatted as they walked down a hallway and into a meeting room to finalize the joint statement, which also said that the leaders would push for a Korean Peninsula without nuclear weapons and to "eliminate all the danger of war". His remarks in Pyongyang represented the first time he had made such a commitment verbally before an worldwide audience. The news conference was broadcast live.

The footage provided by the Pyongyang Press Corps showed Kim greeting the hospital workers with Ri before watching an orchestra performance at the university.

Kim pledged to work toward the "complete denuclearization of the Korean peninsula" during his first encounter with Moon in the Demilitarised Zone that separates the two Koreas in April, and at his summit with Trump in June.

Even before the start of his three-day trip to Pyongyang on Tuesday, the South Korean president said the main objective of his trip was to restart the U.S.

They continued most every year until 2014, then were revived during North Korea's celebrations of the 70th anniversary of its state founding earlier this month.

The Rodong Sinmun newspaper, the mouthpiece of the North's ruling party, has given the summit blanket coverage, with dozens of photos of the two leaders embracing on Moon's arrival Tuesday, parading together through the streets of the capital, enjoying a concert, and toasting at a banquet.

"The September declaration will make the inter-Korean relations a higher level to bring the era of peace and prosperity".

Wednesday's talks took place at the Paekhwawon official guest house on the outskirts of Pyongyang.

Over the years, the North's propaganda toward the South has mostly focused on ridiculing it as an "American running dog".

The highly choreographed crowds remain a regular phenomenon in North Korea, where the state routinely mobilizes the populace as a way of keeping them loyal and disciplined, analysts say. "This is shabby, compared to what we can find in developed countries", he said.
