If she's unable to do that, she risks having the assets seized.

And she has become the first person to be subject to an unexplained wealth order.

Hajiyeva said in a witness statement that her husband was a man of substantial means.

Unexplained Wealth Orders are created to target individuals who are unable to account for £50,000 (U.S. $66,000) or more of their wealth and are a civil - not criminal -action.

But she also has a husband, Jahangir Hajiyev, who is serving 15 years in prison after being convicted of fraud and embezzlement in his capacity as chairman of the International Bank of Azerbaijan. Judges also ordered him to repay $39m. Another company linked to them bought the golf estate in 2013.

The Home Office gave Mrs Hajiyeva permission to live in the United Kingdom under a visa scheme for wealthy investors.

"Nobody knows precisely how much dirty money is trying to be laundered through Britain because London is one of the biggest financial centers in the world", Penrose told ABC News.

During previous court hearings Hajiyeva was identified only as Mrs.

Then there was the Gulfstream G550 jet ($53 million) and the jewellery - she spent £150,000 ($258,000) in a single day on Boucheron luxury goods and on another occasion £100,000 ($172,000) on Cartier products.

Hajiyeva used 35 credit cards linked to her husband's employer, the Bank of Azerbaijan, to finance her lifestyle, the AP reported.

Hajiyeva's lawyers appealed against the ruling and asked for the anonymity order to be kept in place.

Official records reveal the couple also own two dedicated bays within the private Harrods auto park and Mrs Hajiyeva also bought a $42m Gulfstream G550 jet.

Duncan Hames, director of policy at Transparency International UK, said: "We are delighted that this first case is progressing in court, underlining the effectiveness of Unexplained Wealth Orders in targeting suspicious wealth".

'UWOs should now be used more widely to pursue more of the £4.4 billion worth of suspicious wealth we have identified across the United Kingdom'.

Does Mrs Hajiyeva admit doing anything wrong?

Her attempt to overturn the UWO at the High Court was unsuccessful last week.

They noted it is part of an investigative process, not a criminal procedure.

Jahangir Hajiyev denies defrauding his bank - but has unsuccessfully appealed against his conviction.

He is asking the European Court of Human Rights to intervene in his case. The U.K. National Crime Agency, which brought the action against Mrs. Hajiyeva, estimates hundreds of billions of pounds of worldwide crime proceeds are laundered through the country and its banks each year.

A UWO is a new power which has been created to target suspected corrupt foreign officials who have potentially laundered stolen money through the UK. The National Crime Agency said Hajiyeva's spending amounted to $2.1 million a year between 2006 and 2016.

The unexplained wealth order is a new power given to law enforcement agencies this year to tackle suspected corruption.
