United States to Send Warship to Black Sea Amid Kerch Strait Tensions

Under the rules of the treaty, ships of non-riparian countries can not remain in the Black Sea for more than 21 days.

The report pointed out that the move could potentially increase tensions between the United States and Russian Federation.

Ukraine's Foreign Ministry has appealed to the Budapest Memorandum guarantor countries (the United States, the United Kingdom and Russia) for urgent consultations over the Kerch Strait standoff. "We reserve the right to operate freely in accordance with global laws and norms", he added.

The vessels were attempting to pass through the Kerch Strait, which is located between Russia's mainland and the Crimean Peninsula that Russian Federation annexed from Ukraine in 2014. Russian jets have been shown regularly confronting, and shadowing, the surveillance planes.

Commercial ships were moving through the Kerch Strait linking the Sea of Azov with the Black Sea, Infrastructure Minister Volodymyr Omelyan said.

The reported plans come with tensions soaring between Kyiv and Moscow over the naval confrontation on November 25.

"Ukraine, the United States and the worldwide community has taken proactive and decisive action in 2014 aimed at combating the illicit aggressive behavior of Russian Federation, including the imposition of economic sanctions".

"As we expected, Moscow provides manual access regulation of merchant vessels in the Ukrainian ports of the Azov sea according to the ancient principle of the Kremlin: "I want/do not want"... as a result of this approach, two Ukrainian port lost more than twice the traffic, are forced to go on a 4-day working week and cut staff", wrote the Minister.

Ukrainian President Petro Poroshenko responded to the standoff by introducing martial law for 30 days, something Ukraine hadn't done even after Crimea's annexation and amid large-scale fighting between Ukrainian forces and Russia-backed separatists in 2014 and 2015.

According to CNN, the last US ship to enter the Black Sea was the fast transport ship USNS Carson City in October.
