Woman in Vegetative State for Last 14 Years Gives Birth

Hacienda Healthcare's longtime CEO Bill Timmons resigned on Monday following news of the birth.

In a statement, board member Gary Orman said the facility "will accept nothing less than a full accounting of this absolutely horrifying situation".

The Hacienda facility serves infants, children and young adults who are "medically fragile" or have developmental disabilities, according to its website. Her identity has not been reported and it is not known if she has a family or a guardian. Most involve fire drill and evacuation preparation or Medicaid eligibility. For example, an investigation in 2013 found that a staff member had made "inappropriate, sexual statements" about four clients. The employee was sacked.

Attorney John Micheaels, who confirmed to PEOPLE he has been retained by the women's devastated relatives, revealed the family is "outraged, traumatized and in shock by the abuse and neglect of their daughter at Hacienda Healthcare".

It would be the police who would lead DNA testing to figure out who fathered the baby, Solomon said.

The source said the facility has changed protocol this week.
