Julián Castro, former Obama Cabinet member, announces 2020 presidential run

Former San Antonio Mayor Julian Castro said he will be a candidate for U.S. President in 2020, he announced Saturday before a crowd of supporters at Plaza Guadalupe on the city's West Side.

At a time when the federal government has been partly shut down as Trump demands funds to build a wall on the Mexican border, Castro sounded a contrasting message.

He argued for securing the border in a "smart and humane way".

Launching his bid under the slogan "One nation, one destiny", he said: "We say no to the construction of the wall and yes to the construction of communities".

"As president, my first executive order will recommit the United States to the Paris climate accord".

Castro also decried police violence toward African Americans, particularly compared with how authorities handled Dylann Roof, a white supremacist who murdered nine black parishioners at a church in Charleston, South Carolina three years ago. "And there is no way in hell that caging children is keeping us safe", he said, telling the crowd his grandmother died regretting that she wasn't able to say goodbye to her mother when she left Mexico for the U.S.in the 1920s.

"As president, my first executive order will recommit the United States to the Paris climate accord", Castro vowed, referencing the global deal that Trump ditched just months after taking office. There are about 700,000 young "Dreamers" who were brought into the US illegally as children; advocates want to provide them with protection deportation and a chance to apply for citizenship.

The Democratic field is starting to take shape even though the first primary elections are more than a year away.

Sen. Kamala Harris (D-Calif.), who has been in the midst of a book tour, also is expected to launch a presidential bid soon. Former Rep. Beto O'Rourke, who narrowly lost a Senate bid previous year, is also weighing a run and has been on the rise in very early polls. Ted Cruz, R-Texas. Yet with so many better known contenders considering the race, including fellow Texan Beto O'Rourke, Castro will have to work to stand out.

But Castro, who has repeatedly dismissed talk that an O'Rourke candidacy would complicate his own chances, has framed the neighborhood and his upbringing as the story of an underdog.

The two were born into a politically active family. It wasn't long before Democrats nationally embraced him as a star in the making, particularly one from Texas, where a booming Hispanic population is rapidly changing the state's demographics and improving the party's fortunes.

The then-mayor rose to national prominence in 2012 when he was selected to give the keynote address at the Democratic National Convention. Two years later, President Barack Obama picked him to lead the Department of Housing and Urban Development. Distancing himself from President Trump's nasty feuds with the "fake news", Castro told his audience that he and his brother Joaquin were considering a career in journalism before they got into politics, so they respect the work members of the press do.

He was on the short list of Hillary Clinton's potential running mates in 2016.

Castro launched an exploratory committee for a potential campaign on December 12, citing a platform built on opportunity, education, housing, health care, immigration and the environment.
