Cuomo, a Democrat, said in an interview afterward with WCBS Radio that Trump told him "he was open to discussing" the deduction cap.

The White House said the meeting demonstrated Trump's willingness to meet regularly with the nation's governors.

"President Trump talked about the positive impacts of the Tax Cuts and Jobs Act on the American economy, and the president listened to the governor's concerns regarding SALT", a statement from the White House read. The Albany-area polling institute said that the governor's popularity is at its lowest point ever since Cuomo took office in 2011. The cap effectively raises federal taxes on people who pay more in property taxes and state income tax.

The Democratic governor has said his state's highest earners are leaving because the deduction cap means they could see substantial increases in their federal tax bills.

Trump has blasted late-term abortion proponents in NY state and Virginia in recent days, raising the issue in his State of the Union address.

Sen. Chuck Grassley, R-Iowa, chairman of the Senate Finance Committee, shot down Cuomo's plea. Democratic Virginia Gov. Ralph Northam also recently advocated for the policy, drawing a direct mention in Trump's State of the Union.

Under New York's progressive income tax system, 1 percent of the top earners provide almost half the state's income tax revenues.

In three of the states most affected - California, New Jersey and New York - Republicans lost 14 U.S. House seats, accounting for about a third of the party's overall losses.

But Tuesday's conversation wasn't limited to taxes and tax legislation. "But I'm not here to legislate religion". Trump took aim at Cuomo and other Democrats over controversial late-term abortion legislation recently rolled out in NY and Virginia.
