The 28-year-old Australian national, Brenton Tarrant, was charged with murder and remanded without plea until another court appearance on April 5.

New Zealand police said at least 49 people were killed Friday at two mosques in the picturesque South Island city of Christchurch.

Mayor Bill de Blasio said New York City is providing extra security for Muslim community centers and mosques. That shooting led to a 1993 amendment to the country's gun laws to regulate the use of military-style semi-automatic firearms.

"We are happy and grateful that the police are taking preventative steps, proactively coming forward to help us ... it's more of a reassurance to the community that we're looking forward".

In a brief biographical sketch included in his manifesto, Tarrant describes himself as "just a ordinary white man ... born in Australia to a working class, low income family".

"This attack has been an enormous shock for all New Zealanders, and I am aware that there is a real sense of fear and concern for personal safety, particularly among our Muslim communities", New Zealand police commissioner Mike Bush said.

"I've lived next door to this mosque for about five years and the people are great, they're very friendly", he said.

She confirmed that the gunman and two suspected associates who were also arrested had not been on the radar of any intelligence agencies, even though he had published a manifesto online indicating plans for attacks on Muslims.

The judge briefed the media before the hearing, saying videos and photographs were only released by approved New Zealand media outlets including TVNZ and RNZ.

Rules in New Zealand require gun owners to be licensed, but unlike neighboring Australia, laws do not require all weapons to be registered, giving authorities poor oversight of the country's firearms, according to GunPolicy.org. "Rhetoric of racism, division and extremism has no place not only in New Zealand but I would say in a society as a whole".
