A planned visit on Friday to the California border area had raised expectations for a dramatic move.

Trump had threatened for almost two weeks to close the border, arguing Mexico was not doing enough to stop illegal immigrants and illicit drugs from entering the U.S. The president backed off those threats after advisors and some Republican senators urged him to do so, warning the effects could be economically devastating.

Hammering on a favourite theme, Mr Trump said he was considering imposing an unspecified economic penalty on Mexico unless it helped alleviate the United States' drug and immigrant flows.

"It's a scam, it's a hoax", Trump said.

"If for any reason Mexico stops apprehending and bringing the illegals back to where they came from, the USA will be forced to tariff at 25 percent all cars made in Mexico and shipped over the border to us".

President Donald Trump is once again threatening tariffs on vehicles imported to the United States from Mexico.

Trump said that Mexico had started to detain would-be migrants this week, responding to his repeated recent threats to close the border.

"I never changed my mind at all", Trump said in response to a question from ABC News Chief White House Correspondent Jonathan Karl as he left for the trip Friday morning.

"This policy chaos, coupled with a sense that the USA government may at some point really shut down the border, has generated an urgency to migrate now while it is still possible", he said. Border officials have said they need 722 miles (1,162 km) of new or replacement barriers.

Later on Thursday, a top Mexican trade official said that the trade agreement between Mexico, Canada and the USA was firm on the auto industry and not under threat.

"I'm looking at an economic penalty for all of the drugs that are coming in through the southern border and killing our people", he told reporters in Washington on his way to see the border on April 5.

Auto parts and medical equipment makers were among the Mexican companies considering the more expensive air cargo to avoid incurring penalties for late delivery to U.S. clients or factory closures, Luis Aguirre, the president of Mexico's manufacturing industry chamber INDEX, said late on Wednesday.
