The result was the 2015 Clean Water Rule, which clarified that the CWA did extend protections to smaller water bodies like streams, creeks, wetlands and even intermittent and ephemeral water bodies.

The EPA and the Army Corps have repealed the 2015 Rule that impermissibly expanded the definition of "Waters of the United States" under the Clean Water Act.

After the rule became official in 2015, 18 states sued the Obama administration to stop what they argued was an unlawful extension of federal authority over insignificant waterways such as streams and wetlands.

Environmentalists contend many of those smaller, seemingly isolated waters are tributaries of the larger waterways and can have a significant effect on their quality.

"After years spent fighting the 2015 WOTUS Rule in the halls of Congress, in the Courts, and at the EPA, cattle producers will sleep a little easier tonight knowing that the nightmare is over", she said. "Trump's rule will be met with an equal amount of opposition and court challenges and attempts to strike it down".

Edward's group is not alone in that challenge.

Senate Agriculture Chairman Pat Roberts said the action to repeal and replace the 2015 WOTUS rule will "alleviate regulatory burden" on farmers and ranchers.

Wheeler told Bloomberg that while the administration remains committed to rolling back the standards implemented under President Obama, "it's safe to say our final will not look exactly like the way we proposed it".

The Trump administration has repealed a number of environmental regulations from the previous administration - in many cases, triggering lawsuits from conservation and environmental organizations.

Dan Kildee of MI, where two disputes over federal wetlands permits led to the 2006 Supreme Court case, said Trump "has made a decision to weaken protections for our water and reward corporate polluters".
